Modernizing pharmacy regulation through connected digital systems.

Oglacs worked with the Pharmacy Council of India (PCI) to develop digital platforms and regulatory workflows that bring public information, institutional governance, professional registration and sector services into a more connected operating environment.

THE CHALLENGE

Legacy systems were limiting operational continuity and oversight.

PCI’s digital environment needed to move beyond legacy applications and disconnected systems. Missing capabilities, recurring bugs and service interruptions made it harder to maintain a consistent experience and govern regulatory processes end to end.

Scattered applications

Information and workflows sat across separate systems, creating friction for users and administrators.

Limited process consistency

Regulatory activities needed clearer, more structured workflows and stronger centralized oversight.

Missing features, bugs and downtime

Application gaps and interruptions affected service reliability and the ability to support evolving requirements.

OUR APPROACH

Build a connected digital foundation around real regulatory work.

We developed and integrated purpose-specific portals and workflow modules to support public communication, institutional oversight, pharmacist services and internal regulatory administration.

Map operational needs

Translate regulatory and service requirements into digital workflows.

Build core systems

Develop portals, dashboards and functional modules for defined processes.

Connect services

Integrate relevant APIs and cross-authority registration workflows.

Structure the process

Support role-oriented navigation, standardized forms and review steps.

Support changing needs

Maintain and extend the digital environment as requirements develop.

SOLUTION DELIVERED

A portfolio of digital systems for PCI.

The work spans public-facing information services, employment, professional registry integration and core regulatory workflows.

PUBLIC INFORMATION

Map operational needs

The official portal brings together regulatory announcements, circulars and access to state pharmacy councils. It also presents state-wise information about pharmacy institutions, students and faculty. The site serves as a public-facing information point for the pharmacy sector.

EMPLOYMENT

PCI National Job & Recruitment Portal

A digital employment platform for organizations, academic institutions and registered pharmacists. It supports job postings, vacancy discovery and candidate applications. The workflow is designed to make recruitment opportunities easier to find and follow.

PROFESSIONAL REGISTRY

Health Professional Registry (HPR) Card Generation

Integration with Health Professional Registry APIs supports professional record verification and retrieval of relevant registry data. The workflow enables digital HPR card generation and reduces reliance on paper-based handling. It connects registry services with the PCI digital ecosystem.

ACADEMIC GOVERNANCE

Examining Authority Management System

A centralized module for mapping and managing examining authorities across pharmacy institutions. It supports course mapping and institutional approval workflows. The structured registry helps administrators review examining-body information within the regulatory process.

COMPLIANCE INTEGRATION

AEBAS Biometric Attendance Integration

Integration with Aadhaar Enabled Biometric Attendance System APIs supports synchronization of institutional attendance records. The module provides an institution-oriented view of attendance information and compliance status. This helps reduce dependence on manual reporting.

CORE REGULATORY PLATFORM

DigiPharMed Enterprise Regulatory Portal

The core digital portal brings multiple regulatory activities into one environment. Its scope includes institutional approvals, inspections, council decisions, claims, grievance management and circulars. Role-oriented navigation supports access to the relevant administrative workflows.

INTEROPERABILITY

SPC + PCI Interoperable PRTS Workflow

The Pharmacist Registration Tracking System connects State Pharmacy Councils with PCI for registration-related workflows. It supports application processing, verification and bidirectional data synchronization. The shared workflow helps coordinate activity across state and central authorities.

INSTITUTIONAL COMPLIANCE

Section 12 Regulatory Compliance Process

A digital workflow for institutions submitting Section 12 applications. It includes seven standardized forms, configurable submission windows, institutional data capture and scrutiny tools. The process gives administrators a structured view of submissions and review status.

Operational value

From isolated tools to more connected regulatory operations.

The delivered portfolio establishes a broader digital foundation for publishing information, handling applications, connecting professional registration processes and supporting regulatory review.

Greater visibility

Public dashboards and administrative views make key information and process status easier to access.

More structured workflows

Standardized forms and defined digital steps support consistent handling of regulatory submissions.

Connected data exchange

API integrations and interoperable PRTS workflows support information exchange across relevant systems and authorities.

Broader service coverage

A portfolio approach addresses public communication, employment, registry, attendance and regulatory administration needs.

Project context

Digital systems designed around public responsibility.

Regulatory platforms must do more than display information. They need to support the people, institutions and authorities involved in a process—from submission and verification to review, communication and follow-up. The PCI portfolio brings these activities into a more structured digital environment.

Our role: Design, development, integration and maintenance across the PCI website, public dashboard, DigiPharMed regulatory workflows and associated digital services.
